Minutes of Annual Membership Meeting, March 15, 2025

Community Association President Jennifer Taylor called the meeting to order at 10:02 am and welcomed the approximately 60 people who were present.

Jennifer introduced Council Chair Tommy Waters, who spoke on a variety of topics, including a new landfill location, sewer fee increases (which don't apply in our community), the police budget, and possible sponsorships. Questions and suggestions from attendees included repurposing the park & ride lot to generate revenue, the continuing issue of the food bank traffic backup on Kalanianaole, regulating gas leaf blowers, storm water runoff, support for the Oahu Club, and changing the left lanes on Lunalilo Home Road at Kalanianaole to dedicated left turn only lanes.

Following Chair Waters, Jennifer Taylor called for the adoption of the 2024 annual meeting minutes, moved by Peter Shaw and seconded by Paul White. There being no questions or objections, the minutes were approved. Jennifer then thanked: the Board of Directors for their service; Mike Brashears and Brashears Insurance, who paid for the printing of the newsletters last year; Kim and Jay Soares, who organized the 2024 potluck barbeque; Bill Tobin, who created the website and contributed the cost of hosting it for the first year; Judy Sykes, who arranged the breakfast for the annual membership meeting again this year and Starbucks for providing the coffee; Joanna Markle of HECO, who is now providing monthly status reports on the removal of HECO's overhead lines; Chair Waters and his staff, for attending the annual membership meeting and continuing to advocate with various City departments on our behalf; and the community, for attending this meeting, paying dues, and offering ideas and solutions.

President’s Report. Jennifer Taylor reported that, after meeting with HECO on site, the Board has had some success in getting them to remove the unsightly and potentially dangerous overhead wires that have been in place for years. She also reported that, with Chair Waters’ help, the Board met with the Fire Department to look at the potential fire danger posed by the Koko Head slope that borders our neighborhood; Parks & Recreation stated that they will issue an RFP for a contractor to clear a buffer zone this month. Finally, speeding continues to be an issue.

Secretary’s Report. Valorie Carpenter reported that with 78 ballots received, the full slate of officers and directors for 2025 was elected:

Directors: Jo Frasier, Danny Richard, and Rann Watumull

As chairs of the Architectural Standards Committee, Deeds & Compliance Committee, Newsletter & Outreach Committee, and Website Committee, Don Bondarenko, Mike Brashears, Valorie Carpenter, and Danny Richard are also members of the 2025 Board of Directors.

Newsletter & Outreach Committee Report. Chair Valorie Carpenter announced that we will distribute three newsletters this year, in the Spring, Fall, and during the holidays, in addition to the annual meeting notice, dues invoice, and ballot in January. Jennifer Taylor mentioned that we are now sending welcome letters to new owners.

Treasurer’s Report. Paul White reported that as of 2/1/25, we had a balance of $23,055.77, an increase of $5,446.56 over the previous year, with receipts of $20,691.25 and expenses of $15,244.69. Expenses were down this year, primarily because our annual liability insurance premium declined, as did our coverage. Of the 509 properties in the MTKK Community Association, 178 paid dues during calendar 2024. As of 3/15/25, a total of 116 properties had paid dues.

Architectural Standards Committee Report. Chair Don Bondarenko reported that since the previous annual membership meeting, the committee reviewed 1 new home, 1 addition, 2 pergolas, 2 street walls, and 4 roof/solar applications. 1 new addition submission is pending. There were 7 inquiries regarding ADUs (which are not allowed), roof/solar installations, and the Guidelines, and 2 complaints about construction noise. He noted that there is a form online to begin the review process.

Deeds & Compliance Committee. In the absence of Chair Mike Brashears, Don Bondarenko reported on three issues concerning landscaping that were resolved over the past year.

Website. Webmaster Danny Richard reported that our new website www.mtkkca.org has been live since last fall and that governing documents for our neighborhood are available on the public part of the site. Dues can now be paid online and there are currently 56 registered users, who are required to be residents of our community and have access to more information on the site. He encouraged everyone who is eligible to register.

Guest Speaker Koko Head Elementary PTA President Lauren Cooper announced that the school received a 2024 National Blue Ribbon award, and that Kevin Dias is the new principal. Ms. Cooper asked everyone to use the recycle bins on campus, which generate $4,000/year to support students, and requested volunteers. Parent Community Networking Center (PCNC) administrator Michelle Shaw was also introduced.

Jennifer Taylor announced that the Board’s priorities for this year are to continue to seek solutions to fire prevention and speeding in our neighborhood, and to increase a sense of community with new and existing residents. She asked all present to reach out to neighbors to join the association, and thanked Jo Frasier for providing “Slow Down” signs for residents.
